Floods and disaster management: The framework behind every monsoon question

September 11, 20263 min read

Floods recur every year, but the exam tests the architecture, how India classifies disasters, how funds flow, and what the frameworks are supposed to do. Once the architecture is clear, any season's news slots into it.

The legal and institutional architecture

The Disaster Management Act, 2005 built the pyramid.

The apex. The National Disaster Management Authority (NDMA).

The states. State Disaster Management Authorities.

The districts. District Disaster Management Authorities.

The response force. The National Disaster Response Force (NDRF), with specialised battalions positioned across the country.

The doctrine. The NDMA's Guidelines on Management of Floods (2008) remain the reference document.

The global frame. The Sendai Framework for Disaster Risk Reduction (2015–2030), with seven targets and four priorities.

The four Sendai priorities

PriorityFocus
1Understanding disaster risk
2Strengthening disaster risk governance
3Investing in disaster risk reduction
4Enhancing preparedness and building back better

Flood-specific concepts

Four concepts carry the exam.

Flood plain zoning. Regulating land use along rivers. Perennially recommended, unevenly implemented.

Reservoir regulation. Dam releases convert heavy rain into downstream flooding. The Central Water Commission issues advisories on it.

The structural and non-structural divide. Embankments and dams on one side, early warning and community preparedness on the other. UPSC consistently values the non-structural side.

Urban flooding. A governance layer of drainage capacity, impervious surfaces and lake encroachment.

The Mains frame

Floods in India are now as much a governance problem as a hydrological one. Warning systems work, but flood-plain encroachment, weak zoning enforcement and uncoordinated reservoir operations convert heavy rain into disaster. The answer framework has five parts.

  • Risk mapping
  • Early warning
  • Planned releases
  • Flood-plain regulation
  • Building back better
