One nation one election: The proposal, the bills and the amendment route

September 11, 20263 min read

The exam tests the proposal's mechanics and the amendment route, not the politics.

The proposal

The plan holds Lok Sabha and all State Assembly elections together, with local-body elections within 100 days thereafter. The High-Level Committee under former President Ram Nath Kovind submitted its report in March 2024, recommending the change in two steps, first aligning the Lok Sabha and Assemblies, then synchronising local bodies.

The bills and the route

The government introduced two Constitution Amendment Bills in December 2024, both referred to a Joint Parliamentary Committee.

BillWhat it changes
129th Amendment BillInserts Article 82A for simultaneous elections
UT Laws (Amendment) BillAligns Delhi, Jammu & Kashmir, Puducherry

The constitutional questions

The amendment route matters. Article 368 requires a special majority in both Houses, and provisions affecting states' election terms may additionally require ratification by half the state legislatures.

The substantive questions follow.

Federalism. Elections are a state-subject instrument of accountability, and synchronising them touches the states' constitutional calendar.

The mid-term problem. A dissolved Assembly mid-cycle needs a workaround, fresh elections for the remainder of the term.

Logistics. EVMs, VVPATs and personnel at simultaneous scale.

The articles touched. Article 83 (Lok Sabha term), Article 172 (Assembly term), and the Article 356 implications of synchronised cycles.

The exam's through-line

Questions frame ONOE as a federalism-versus-efficiency trade-off. It promises lower election cost and uninterrupted governance, at the price of blurring state-level accountability and requiring an unprecedented constitutional surgery. Three fixed points keep returning, the Kovind Committee, Article 82A and the JPC referral.
