The PLI scheme: Design, sectors and why the incentive is on incremental sales
The design detail that the incentive is calculated on incremental sales is exactly where the exam sets its traps.
The design
Announced in 2020 and rolled out sector by sector from 2021, the scheme pays eligible manufacturers an incentive as a percentage of incremental sales over a base year, for four to six years, subject to investment and production targets. The outlay is about ₹1.97 lakh crore across 14 key sectors. Individual ministries administer their sectors, and DPIIT coordinates.

Why the incremental-sales design matters
The baseline matters more than the headline. Because the incentive applies to incremental sales, a company must first reach its base-year production before earning anything. The scheme rewards growth, not existing capacity.
The design also carries a criticism. Firms with large existing bases earn more slowly than new plants. That is why the scheme was framed partly to attract greenfield investment and shift supply chains into India.
