India–US relations: The framework that survives every administration

September 11, 20263 min read

Administrations change. The agreements and frameworks beneath the India-US relationship stay constant. The exam tests those constants, not the headlines.

The four foundational agreements

AgreementYearWhat it enables
GSOMIA2002Military communication security
LEMOA2016Logistics exchange
COMCASA2018Secure, encrypted communications
BECA2020Geospatial intelligence sharing

The sequence matters. Each built on the last, moving from basic interoperability to real-time operational sharing.

The standing frameworks

The 2+2 Dialogue. Brings the foreign and defence ministers of both countries together annually.

iCET (2022). The Initiative on Critical and Emerging Technology runs the technology track, semiconductors, artificial intelligence, quantum and space.

Major Defence Partner status (2016). A designation no other country carries.

The Quad. India, the United States, Japan and Australia. It gives the maritime security frame in the Indo-Pacific.

The recurring friction points

Four items keep resurfacing.

Trade and tariffs. The permanent negotiation.

H-1B visas. Access for skilled workers is an annual news item with political salience in both capitals.

CAATSA. The US sanctions law collides with India's legacy Russian defence platforms, forcing case-by-case waivers.

Technology export controls. They slow the very transfers iCET is meant to accelerate.

The exam's through-line

UPSC frames the relationship as strategic autonomy under test. India pursues deepening US ties while preserving the Russian defence relationship, Iranian trade interests, and its own Indo-Pacific posture. Three fixed points keep returning in questions, the foundational agreements, the Major Defence Partner status, and the Quad.
