Government Schemes: July to September 2026

1. Revamped Khelo India Scheme (Cabinet approval: 31 July 2026)
What was approved
The Cabinet approved the revamped Khelo India Scheme with a total outlay of ₹36,441 crore for 2026–27 to 2030–31, along with enhanced Assistance to National Sports Federations (ANSFs).
Ministry and objective
Ministry of Youth Affairs and Sports. The revamp aims to widen grassroots talent identification, upgrade sports infrastructure, and position India as a global sporting power, building on the Khelo India Games pyramid (Khelo India Youth Games, University Games, Para Games, and Winter Games).

2. GOBARdhan: National Circular Bioenergy Scheme (6 August 2026)
What was approved
The Cabinet approved GOBARdhan, the National Circular Bioenergy Scheme, with an outlay of ₹23,731 crore, to scale up compressed biogas (CBG) production from organic waste.
Why it matters
The scheme converts cattle dung, agricultural residue, and municipal organic waste into CBG and bio-fertiliser, addressing three problems at once: waste management, clean energy (CBG can substitute CNG in transport), and rural livelihoods. It operationalises the "waste to wealth" logic first flagged under the Swachh Bharat Mission.
Static link: the Galvanising Organic Bio-Agro Resources Dhan (GOBARdhan) initiative began in 2018 as a rural waste-to-energy push; this approval upgrades it into a full central scheme. Sustainable Alternative Towards Affordable Transportation (SATAT) is the twin initiative for CBG offtake by oil marketing companies.
3. BHAVYA Rasayan: Chemical Parks Scheme (25 July 2026)
What was approved
The Cabinet approved the BHAVYA Rasayan Scheme with ₹3,030 crore to set up three chemical parks with world-class common infrastructure.
Why it matters
Chemical parks bundle common effluent treatment, utilities, and feedstock logistics, lowering capital costs for specialty chemical units and reducing import dependence for key intermediates. It complements the PLI and BHAVYA schemes for industrial parks in the manufacturing stack.
